Why is it needed?
Thousands of Indic families from Pakistan migrate to Bharat to escape abduction, forced conversion, and early marriage, especially targeting young girls in regions like Sindh and southern Punjab. For many, crossing the border is not a choice, but a necessity for survival.
Yet arrival does not guarantee safety or stability. Refugee families often face limited access to housing, water, education, and sanitation. Without formal recognition, they remain vulnerable to poverty and exclusion.
The greatest barrier is documentation. Annual Long Term Visa renewals are costly, time-consuming, and dependent on Pakistani passports that many cannot safely obtain. This keeps otherwise self-sufficient families trapped in cycles of uncertainty.
The Indic Refugee and Rights Bill proposes a clear solution: a Provisional Refugee Card, streamlined documentation, and access to essential services from the moment of arrival. It creates a pathway toward dignity, stability, and long-term integration.
This is more than policy, it is a humanitarian commitment.
